feat(billing): scope parameter on /view/statistics endpoint
- New query parameter scope: personal/mandate/all
- personal: filters to only current user's transactions (ignores admin role)
- mandate: filters by mandateId parameter
- all: existing RBAC-filtered behavior (default)
